Services include wills, medical living wills, powers of attorney, notarial services, foster care, adoption (general information), financial responsibility, family relations, the Civil Soldier and Seamen Relief Act, veterans` re-employment rights, accident matters, landlord-tenants, consumer affairs and taxes. Some of the legal services requested are beyond the scope of the legal aid program. A client will be referred to a civil lawyer if their case requires a personal appearance or oral argument before a civil court, court or government agency. The Office of the Chief Judge Advocate is the point of contact for all core legal activities. Legal assistance is available by appointment. Individuals who wish to have a will are encouraged to collect and complete a worksheet prior to the date of their appointment. The notary service is available from Monday to Friday from 8:30 to 11:00 and from 14:00 to 16:30. Emergency assistance will be provided on a case-by-case basis.

The facility is primarily used for student pilots who practice landings during their training at Vance Air Force Base. Vance AFB also has outdoor recreation areas, including picnic pavilions, an outdoor wading pool and a golf driving range. Great Salt Plains State Park (40 miles north), Little Sahara State Park (70 miles west) and Canton Lake (65 miles east) offer additional outdoor recreation areas, including ATV facilities, water sports, camping, and hiking. However, the majority of the facility is dedicated to mission support and training. Legal assistance and advice may be provided to members of the armed forces on active duty, including reservists, national guardsmen, and cadets under contract on active federal duty in accordance with title 10 of the United States Code; retired members of the armed forces; Members of the armed forces on active service and retired who are entitled to a military card. Vance Air Force Base is home to 71 Flight Training Wing and an Air Education and Training Command training base. Vance AFB`s 71st Operations Group (71 OG) offers specialized undergraduate pilot training (SUPT). Vance AFB is one of the main facilities for Joint Specialized Undergraduate Pilot Training (JSUPT) and provides training to cadets from the USAF, Navy, Marines, and various U.S. allies.
The 71st floor trains more than 400 student pilots each year. Vance AFB is one of the busiest air bases in the USAF arsenal, flying more than 55,000 sorties and recording more than 80,000 flight hours per year.
